(1) Vendor needs to provide comprehensive surplus property disposal solution.• Live auctions.• Internet auctions.• Vehicle and heavy equipment handling.• Remove vehicles/heavy equipment from any location.• Transport, clean, decommission, maintain, secure, and stage material for sale.• Reassign titles with appropriate approvals.• Close sales and render all payments/submit payments.• Provide the ability for public bodies seeking to acquire and utilize surplus material to establish a “profile,” and identify items or categories that might incorporate some form of “push” email notification functionality.• Develop optimal payment collection and invoice processing procedures.• Maintain all buyer listings.• Handle all customer service and management issues.• Block sales when a buyer default.• Block sales to a buyer when any overseas export restrictions apply.• Provide for the disposal of all categories or types of materials and equipment.• Sales tax collection when applicable.
