Scope of Work
(1) Vendor needs to provide data management modernization study service to the government authority located in North Carolina. - Modernize data management environment that supports development and maintenance of the Metropolitan Transportation Plan (MTP), Transportation Improvement Program (TIP), Locally Administered Projects Program (LAPP), and Wake Transit Plan/Program data.- The selected consultant will plan, design, and implement a modern, secure, and scalable data platform using best IT practices for multi-program data management (roadway, transit, bicycle/pedestrian).- This project will deliver a modern, secure, scalable solution that supports efficient workflows; enables simultaneous multi-user data entry and review; connects related data stores; and improves accessibility for authorized users beyond the internal firewall. - The solution must also support secure external intake of consultant produced datasets tied to MTP recommendations and interoperable data exchange with partner systems through APIs or equivalent secure interfaces. - Implementation, Data Migration & Integrated User Notification - Deliver recorded virtual and in-person training for applicable staff, covering daily use, approvals, reporting, data governance, and support procedures.- Prototype Demonstration – functional prototype with representative modules, feedback log, and refinements.- Implementation Plan & Migration Playbook – environment architecture, security model, migration scripts/methods, validation criteria, cutover plan.- Production Database/Application – deployed solution with configured roles/permissions, audit trails, reports, and integrations (incl. API connectivity to partner systems).(2) All the questions must be submitted no later than June 23, 2026.
