Scope of Work
- Vendor needs to provide zoning updates consultant service to the government authority located in Amherst, MA. - Provide consultants to review the zoning in corridor, with a focus on increasing density for housing, exploring a potential district, and creating conceptual designs showing potential development scenarios.- Outline an implementation roadmap, including additional technical studies, regulatory coordination, and steps required to advance the chosen strategy.- Review of existing resources including zoning bylaw, wetland bylaw and regulations, housing production plan, master plan, and previous work done on a potential overlay district in the downtown area.- Assess the focus area and propose the project area that will be studied in more detail, including zoning changes.- Review and consider the proposed local historic district regulations and design guidelines.- Prepare a high-level review of market conditions for multifamily housing (and any realistic supporting non-residential uses) in the project area generally, with an emphasis on the three specific parcels and areas.- Prepare high level assessment to ensure that proposed zoning will create development that is market feasible.- Identify any major regulatory issues that would need to be resolved in future zoning amendments (e.g., relationship to underlaying zoning, site plan review process).
