Scope of Work
(1) Vendor needs to provide advertising purchasing agent and media buyer service.- Meet with city staff in person, online, or by phone to understand communications objectives and strategies; discuss paid advertising needs; and provide advertising, marketing, and communications consultation and planning.- Provide updates on local and regional media target demographics, ratings, audience segmentation, and advertising rates across all traditional, digital, and emerging platforms.- Inform the City of available advertising specials, opportunities, and new media market trends, including developments in streaming, digital audio, programmatic advertising, influencer marketing, and other emerging channels.- Collaborate with the city’s communications bureau and other city departments to develop strategic, efficient, cost-effective, and data-driven marketing and advertising plans.- Understand and help manage the city’s comprehensive advertising investment across allplatforms, including:- Television, radio, print, display, and out-of-home.- Social media and digital advertising.- Streaming and connected TV (CTV).- Digital audio and podcast platforms.- Programmatic advertising networks.- Influencer and creator-based media.- Mobile, SMS, and geo-targeted advertising.- purchasing power to seek and request additional value-added promotions such as bonus spots, cross-media advertising, community calendar listings, public service announcements, in-person appearances, or other relevant opportunities.(2) All the questions must be submitted no later than June 30, 2026.(3) The contract period will be for three years.
