USA (Camden, New Jersey) – Annual Financial Advisor Service

(1) Vendor needs to provide annual financial advisor service to the government authority located in Camden, NJ.• Financial advisor in connection with the issuance of taxable and tax-exempt bonds and perform cash flow analyses• Provide professional advice and assistance to the agency, Executive Director, Chief Financial Officer, Auditor, Engineer, Bond Counsel, Authority Counsel, and Board of Commissioners regarding financial matters, debt management, and capital financing• DEBT ISSUANCE AND CAPITAL FINANCING- The Financial Advisor shall:• Evaluate financing alternatives for capital projects.• Advise the agency regarding the issuance of bonds, notes, loans, leases, and other financing mechanisms.• Assist in developing financing strategies for capital improvement programs.• Analyze and recommend debt structures, maturities, call provisions, and repayment schedules.• Prepare debt affordability analyses• Assist in preparing financing schedules and transaction timelines.• Participate in rating agency presentations and meetings.• Assist with credit enhancement evaluations and financing alternatives.• Attend bond pricing and closing activities.- RATE AND REVENUE ANALYSIS- The Financial Advisor shall:• Analyze agency revenues and expenditures.• Evaluate user charges, connection fees, and other revenue sources.• Assist in determining revenue requirements necessary to support operations and debt service.• Provide financial impact analyses associated with capital projects and debt issuances.• Assist with affordability analyses and long-range financial planning- FINANCIAL PLANNING AND FORECASTING- The Financial Advisor shall:• Develop and update long-term financial plans.• Prepare financial forecasts and projections.• Analyze cash flow requirements.• Evaluate reserve requirements and reserve policies(2) The contract period will be for one year.(3) All the questions must be submitted no later than June 25, 2026
