(1) Vendor needs to provide nexus study and fee program update services to the government authority located in Santa Clara, CA.1. Project Initiation & Review- Conduct project kickoff and planning- Develop detailed project schedule and work plan- Review existing studies, policies, fee programs, and procedures- Identify legal, financial, and operational gaps2. Demographic & Growth Analysis- Analyze current population, development trends, and land use- Assess future growth and demand projections- Evaluate demographic and census data- Identify development patterns impacting planning3. Facilities & Standards Assessment- Review existing facilities and infrastructure standards- Evaluate level-of-service benchmarks- Assess current and future facility requirements- Identify opportunities and constraints for expansion4. Methodology & Financial Analysis- Develop and update fee methodologies and calculation models- Analyze land, development, and infrastructure costs- Provide benchmarking and comparative analysis- Prepare clear and validated fee calculations and schedules5. Policy & Administrative Review- Evaluate current policies, procedures, and implementation practices- Recommend improvements in governance and administration- Review funding mechanisms, compliance requirements, and reporting- Provide best-practice recommendations6. Draft Reporting & Documentation- Prepare draft study/report with findings and assumptions- Develop calculation models, fee structures, and documentation- Include technical analysis, visuals, and supporting data- Revise documents based on stakeholder feedback7. Finalization & Support- Conduct stakeholder meetings and presentations- Support public review and approvals- Finalize reports, models, and documentation- Assist with implementation and adoption8. Deliverables- Project work plan and schedule- Analytical reports and studies- Fee models and calculation tools- Policy recommendations- Final reports and presentation materials(2) All question must be submitted no later than July 8, 2026.
