USA (Redlands, California) – Hearing Officer Services for Code Enforcement and Animal Services

(1) Vendor needs to provide hearing officer services for code enforcement and animal services to the government authority located in Redlands, CA.Task 1 Conduct administrative hearings:- Schedule and preside over administrative hearings as requested by the city. - Administer oaths, take testimony, question witnesses, and manage the presentation of evidence. - Ensure hearings are conducted in a fair, orderly, and efficient manner, consistent with applicable laws and the city municipal code. Task 2 review evidence and legal compliance:- Review case files, inspection reports, notices, photographs, audio/video recordings, animal control reports, and other materials submitted by City staff and appellants.Task 3 Issue written decisions:- Prepare written decisions that include findings of fact, conclusions of law, and orders. - Provide clear reasoning supporting determinations Task 4 dangerous and vicious animal hearings:- Apply applicable municipal code standards and State law.- Evaluate evidence regarding animal behaviour, public safety risk, prior incidents, and owner mitigation efforts. (2) All the questions must be submitted no later than June 24, 2026.(3) The contract period will be for one year.
