Scope of Work

(1) Vendor needs to provide website accessibility compliance services to update the  state school for the blind’s website to ensure WCAG 2.1 Level AA compliance prior to the federal deadline.• Automated Scanning: Initial audits to identify "low-hanging fruit" like color contrast and missing alt-text.• Keyboard-Only Testing: Verification of logical focus order and visible focus indicators.• Mandatory Manual Screen Reader Scans: Automated tools alone are insufficient. The vendor must perform manual scans using JAWS, NVDA, and Voiceover. These scans must verify:o Reading Order: Ensuring content is read in a logical sequence (left to right, top to bottom).o Announcement Quality: Checking that form labels, required states, and error messages are clearly announced.o Interactive Element Clarity: Verifying that links and buttons have distinguishable accessible names and don't rely on "click here" text.o Dynamic Content: Ensuring modal dialogs trap focus and AJAX-loaded content is announced.• Quality Alt-Text & Long Descriptions: Educational graphics must provide equal pedagogical value.• Assistive Technology Optimization: Implementation of ARIA landmarks and 'Skip Navigation' links.• Non-Visual Error Handling: Forms must provide immediate spoken feedback via aria-live regions.• Document & Media Remediation: All PDFs must be fully tagged; videos must include Extended Audio Description.• Braille Compatibility: Verification that web elements translate logically to Refreshable Braille Displays(2) All question must be submitted no later than July 2, 2026.
